Instructions

  1. Rinse the shrimp under cold water to remove any residual sand or debris. Pat them dry with paper towels.
  2. Chop the shrimp into small pieces, aiming for roughly 1/2-inch chunks.
  3. In a mixing bowl, combine the chopped shrimp with the green onions, cilantro, and bell pepper.
  4. In a separate large mixing bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, black pepper, and cayenne pepper (if using).
  5. Beat the egg in another bowl and add it to the dry ingredients. Mix well until combined.
  6. Gradually add the cold water to the mixture, stirring continuously until you achieve a smooth batter that coats the back of a spoon.
  7. Gently fold in the shrimp and vegetable mixture, being careful not to overmix.
  8. Let the batter rest for about 10-15 minutes.
  9. Heat about 1 inch of vegetable oil in a large skillet or deep frying pan over medium-high heat.
  10. Drop spoonfuls of the batter into the hot oil, ensuring not to overcrowd the pan.
  11. Fry the fritters for about 3-4 minutes on one side until golden brown, then flip and cook for an additional 2-3 minutes.
  12. Remove the fritters from the oil and place them on a plate lined with paper towels to drain excess oil.
